the fact that i have to use an IED to move npcs is DEPLORABLE
there should be an option in the housing menu to remove an npc from a house
 
Make them another house and you can assign them to it from the housing menu. I don't think you can 'evict' them from a valid house, and make them homeless.

There are items you can place in a house to prevent NPCs from moving in

Right clicking their flag while the housing menu is open removes the flag, though usually they just move back in soon after from my experience.
And I might be misremembering but I'm pretty sure about this. Can't really test right now, my laptop would probably hate me even more than it already does.

Yes, that removes the flag, and yes, they just move back in.
