1) Dyes work on full set of spectre armor even is eqiped in vanity or armor slots. They aren't too much visible because you are transparent.
2) It does not have Spectre Mask because of version they have, something different is when they nerf items to new version.
So they aren't even bugs, some think it.

Yeah, there's a lot of weird bugs in Terraria. If you save and exit a world while there is still an ice block from the ice rod, when you load the world again the ice block will be replaced by a column of dirt extending downward... (I should probably report that soon)
