Today, I just started Hardmode, and went to what you usually do very quickly after beginning Hardmode. I broke a Demon Altar, and near instantly, a Pirate Invasion begun.
I only had Molten Armor, and had no weapons or accessories from Hardmode. Sure, I could box myself in and use the Imp Staff, but I don't like cheesing and that would take a lot of time, considering that I don't have any summoner armor. This is a very hard situation to get out of.
So, I propose that you should have to have beaten one mechanical boss for the Pirate Invasion to happen. This would also be balanced. The Cutlass is far better than the Excalibur, the Coin Gun is one of the best guns in the game (if used correctly), and while the Pirate Staff isn't on the same level as the Optic Staff, it wouldn't be the only stave at a higher tier than the Optic Staff which is inferior to it.
