Weapons & Equip Mechanic Should Sell Toolbox

Does it annoy anyone else that the Toolbox is exclusive to Christmas time (Or Post-Frost Moon for a SINGLE DAY), and has an absurdly low drop chance? Having at least the Mechanic sell it, would allow this item to be used much more and be something you actively want to get.
This also fits in with the Engineering hat she sells, and the Toolbox being effectively an upgrade to the Toolbelt, which the Goblin Tinkerer sells.
