Blocks & Decoration Mount disabler block

Linking to Redigit: @FlamingMarshmallow61 has suggested to add a block that when you go on there with your mount that the mount gets disabled, similar to when you try to enter with an UFO water. My addition: This would be a great addition in adventure maps. This block shall be sold by the mechanic, since that block shall be toggleable via wire.
