No hallow enemies are spawning

pixie & unicorn spawn on hallowed blocks in "surface-underground" area. while "surface" in gfb includes both surface & cavern, "surface-underground" in gfb only includes cavern layer.

also, this is terraria, not minecraft. the chance of spawning an enemy on a tile is proportional to the fresh air right above it, multi-layer setup will block each other and has no positive effect on spawn rate
