If you're in offline mode in Terraria the packs that you subscribed to will be gone. But if you're in offline mode for Garry's Mod the add-ons you subscribed to will still be there.
What I'm saying is that when you subscribe to Garry's Mod's add-ons it will save them as a file. But Terraria doesn't save them as a file, that's why they don't appear in Offline Mode.
Maybe make it so that the packs you subscribed to will be saved as a file, or at least any other ways to make it so that you can still access them in Offline Mode.
