If you shimmer a potion, instead of dropping all the ingredients, it should provide an extremely weak permanent buff like that potion.
After you unlock the Shimmer potion buff, then the potions will drop their ingredients
Here are my ideas:
Ironskin: increases defense by 1
Endurance: 2% damage reduction
Magic power: increases magic damage by 2%
Mana regeneration: increases mana regen by 0.01/sec
Fishing: increases fishing power by 2
Summoning: increases summon damage by 2%
Ammo conservation: 1% change to not use ammo
Archery: increases arrow speed slightly
Battle: uhhhhhhh
Slightly increases damage output when more than 10 enemies are nearby
Biome sight: infected blocks within 13 tiles will sparkle
Builder: increases placement speed by 5%
Calming: increases defensive abilities when less than 10 enemies are nearby.
Like battle potion!
Crate: 1% higher chance to get a crate
Dangersense: hazards within 12 blocks sparkle
Feathefall: decreases fall damage by 5%
Flipper: increases walking speed underwater slightly
Gills: increases the time it takes for you to start drowning
Gravitation: uhhhhh
Increases jump height slightly
All luck potions: increases luck by 0.02,0.05,0.08
For a total of 0.15 extra luck
Hunter: wait isn't this the same as dangersense?
Enemies within 12 blocks sparkle
Heartreach: increases heart pickup range by 1 block
Inferno: 10% chance to set enemies on fire wher you get hit
Invisibility: decreases enemy spawn rate by 0.05%
Lifeforce: hearts regen 5 extra health
Love: this turns into 1 Master bait(you see what im getting at here? Heheheheheh)
mining: slightly increases mining speed
Night owl: increases night vision a little bit
Obsidian skin: decreases lava damage
Rage: increases crit chance by 1%
Regeneration: increases Regen effects by 1%
Shine: provides a very small aura of light
Sonar: decreases chance of getting trash when fishing
Spelunker: ore within 12 blocks sparkle
Swiftness: increases acceleration
Thorns:50% chance to reflect 10% of damage
Titan: increases knockback by 5%
Warmth: reduces damage from fold sources very slightly
Water walking: sink slower
Wrath: increases damage by 2%
Weisenbräu: lmao 3ds editon

This is a decent way of going about with permanent potions. My main issues are: 1. I feel like having all of these active at once is a bit OP. I know they only give small changes, but its still permanent. Maybe post ML as after that all balance is thrown out the window *cough* Zenith *cough*
2. The water walking shimmer ability seems like it may be annoying. Maybe make it so that you 1 second of water walking. That way you can use it as a platform.
These sound good, but I like being able to deconstruct potions.
Maybe these could be shimmered back into their respective potions ingredients.

you'd be getting a reforge worth bonus of damage from rage/wrath shimmering
2% dr and 1 defense is huge
you also get 2% damage for mage/summoner, so...
 
I agree with what others have said about this being a little OP. Here’s some additional problems I’ve noticed:
  1. Some of these upgrades overlap with the already existing Shimmer upgrades namely Ironskin, Mana Regen, Regeneration, Fishing, Building, and the Luck Potions. The Greater Luck Potion is especially bad since it gives more luck then the Galaxy Pearl.
  2. Having permanent sparkles on treasure, traps, and infected blocks would be very annoying for some players. I already don’t like that the Magic Lantern and Suspicious Eye do this with treasure. Having toggles for each one would also not be very practical.
  3. Spriting all these items would take a lot of work, even if Crowno/Jim used the normal potion sprites as a base.

Yeah, late game seems fair for all of this
1 second of water walking would just mean jump and get water walking.

Is it though? On moon lords death ray, in master mode(450 damage) 2% damage reduction is 9 less damage. Thats 4% more damage, so that is a reforge worth...But its still extremely low, 4% more damage doesn't even do just about anything unless you have more than 40 damage.

1: thats their point. They're supposed to enhance these upgrades, like how potions enhance your stats.
2. Maybe some players, but they could just not use it. I personally like it, bot maybe just producing some light would be enough.
3: They could just recolor the potions?
Would take like 15 minutes.
Beyond being OP, this is just way too much. I would rather the shimmer just de-craft the potions.
Maybe it is too much, but i tried to take into account how OP it would be.
