I definitely support this, but I think you're coming at this whole jester thing at the wrong angle. Maybe since the circumstances are a bit rare, it drops something cool?

Sounds amazing! One problem though. The jester vanity looks AMAZING and I would wear it all the time, but it seems really rare. Why not make it like the clown set and have the clothier sell it after you've killed a jester?

I don't think the regular rain needs more mobs or anything else. But the spawn of new mobs in other biomes while it is raining is a great idea! I love your art work. You got my support for that part
