I'm only posting about this because I honestly figured that block-swap would've fixed this issue, personally.
You can't do anything with some background walls underground unless they're adjacent to open space for some reason, so if you want to build a little hut for an NPC in one such spot you've got to go back to the surface and kinda make a line of broken walls with your hammer leading all the way down...
Could someone real-quick go into the code and just... make that not a thing? There's no reason for that to be a thing, really...
