RNG just isn't on your side at the moment, my friend. If there's any spots in the underground snow biome that you haven't explored, try exploring them. You can also fish for Frozen Crates / Boreal Crates, which always contain an item found in Frozen Chests.

I'm currently in this boat, and in all my hours of fishing, I've never once seen a Frozen Crate, a Boreal Crate, a Bramble Crate, or any other crate besides Mythril and Pearlwood. Is there something I'm doing wrong? This is for PC, right?

If I remember correctly, the biome crates are the absolute rarest crates.

The hard mode crates were added in 1.4, so biome crates had to be added well before that, and I think the wood, iron, and golden crates were added when fishing was.

Unfortunately, the only thing you can really do is max out your fishing power, and hope rng doesn't you over... Again
