I voted @Green_Metaknight🐿️ (Sorry) because none of the options are useless. I spend way too much time on Vanity to vote for Dye Trader and the Party Girl's Bubble Blocks alone are enough to save her from my vote. My vote would go to Santa.

I find a lot of the NPCs things more annoying than fun
I rarely give them more than a glance.
Also, bunny cannon.

Some may be useful for some people, others may hate them.

Sails are a nice fabric wall for building. Other than that, not unless you want a parrot. Who's more useless between the Pirate and Santa is basically just whose decorative stuff has the least uses. I've used the Pirate more, but it's close enough that I'd gladly vote either.

Nobody uses minecarts more than 5 minutes

The Mole Cart isn’t a normal minecart. You can use it to dig underground tunnels which can be helpful in the early game and on the Don’t Dig Up seed.

That’s a fair way of judging NPCs. Based on pure practicality the Painter, Dye Trader, Clothier, and Santa Claus are all equally useless. All the other NPCs have at least one practical use.
