My suggestion is to add a fourth enemy. A fourth enemy could very easily provide more variety to the Frost Legion event (which it desperately needs in all honesty). The unused "Exploding Snowman" enemy, which has a sprite already, could very easily be implemented.
This is an event that has existed since 1.1.1 (with only two minor updates), and it sadly has almost no reason to exist, other than as a Christmas-themed event that helps you get Santa as an NPC. But even then, Santa is a limited time novelty NPC. The event only has three unique enemies, one drop, and a song that isn't even unique.
Just about anything would bring more life to this event, whether it be a fourth enemy (as mentioned above), a new unique drop that isn't literally just SNOW BLOCKS (I get the gimmick, and it's a neat renewable source of snow, but there should be more stuff than just that), or at the VERY least, a song for it.
