Is there a way to create a world (with terrariaServer) and not starting it? (on command line)

With a config file you can use terrariaServer to create a world and start a server with it.
Is the a way to not starting the world and just create the world and end again?

e.g. a flag -dontStartServer
or ways to to pass server commands like "noon", "kickplayer" or in this case "exit"
