Weapons & Equip Parity between Silver and Tungsten Bullets

Currently, Venus Magnum, Sniper Rifle and Uzi turns regular and tungsten bullets into High Velocity Bullets, but does not change silver bullets, which is incompatible with tungsten bullets and should be balanced.

I’m pretty sure they do turn muskets balls, tungsten balls, and silver balls into high velocity bullets bc I’m just after reading the wiki and that’s what it said.

The reason it does this is because Silver Bullets have special properties that need to be preserved.

However, it's still weird and inconsistent, so it's also okay for tungsten balls to no longer transform.
