Unfortunately, yes, it is.
I don't understand why though, the program allows people to create pixel art much like in a paint program, which doesn't fit the contest's original goal, In-game builds.

Loki it says on the front page any entries posted after november 3rd won't be considered but in the spoilers it says until october 31st

I'm kinda new here. I'm not sure if this means anything in particular, such as if you need to be a member for so many days, you can't have so many warnings, etc.

As long as it does not introduce unobtainable items or unplaceable items, you are good to go.
