PC Terraria not opening

Fixed the original problem below. Apparently I didn't set Terraria as an exclution correctly in windows defender, so did that and it opens. However, when I click on single player the game crashes and I get this message:

System.IO.FileNotFoundException: Could not find file 'C:\Users\Joseph\Documents\My Games\Terraria\Players'.

I am able to play the game if I turn off windows defender completely, but I don't think that's a very practical work around for every time I want to play.

I keep getting the following error when I try to start Terraria:

Terraria will show up in task manager but sits at 0-1 percent cpu and 800mb ram. PC specs are i5-5200, 16gb, nvidia 840m, win10 64bit
I've tried many things including checking security and firewall interference, running compatibility modes, running as administrator, fresh install...
