When there is a massive amount of liquids flowing in a world, sometimes some liquid will freeze in place. screenshot shows floating water at an ocean. Not shown is the massive hole where the entire ocean is flowing into the underworld, and floating lava blocking some water from flowing down said hole (the floating lava wasnt turning to obsidian)

Leaving the world and re-entering fixes such floating water.

There is a limit on how much liquid can move at once due to performance constraints. If you do a tremendous amount of liquid movement (flooding the underworld from the ocean) this will reach this limit fairly easily. It will eventually catch up, and sometimes even forcibly settle all liquid at once.
