She is misleading. She wants to burn everything except for herself and her followers. The Hallow just wants to stop anything threatening it. While this can often lead to death, it isn't the same as Providence's burning.

Not all light magic. The Primordial Light is also limited, only being usable under the sun. Normal light magic, while powerful, isn't the same as Primordial light magic.
