Strictly speaking, it shouldn't. De-sync happens when one computer thinks the state of the world is different than another computer. If they are both loading the same corrupted world, each should process it the same way. Even things like seasonal events are only supposed to be keyed off the system date of the server, dedicated or not, and I'm pretty sure I've verified that under an earlier version.
In the gaming world, de-sync has become something of a catch-all phrase. They might have called some situations with a corrupted world file a de-sync error. Other games do.
