Can player debuff types be applied to enemies?

I am curious as to weather or not you can create weapons that would deal effects like weak, broken/withered armor, electrified, etc. to NPC's.

Technically, yes, but certain buffs modify values that NPCs do not have or are named differently, so you may have to rewrite them.
