Most of the console-exclusive content was added back when Terraria PC was thought to be completed -- remember all the jokes about the final final final final final update, they started very early. So some tougher monsters and a new boss were added to the console version to make a better-rounded game so the mech bosses were not the end of the game.
When Terraria PC resumed development, they decided to do their own thing and not to adopt the console content. Eventually, it was removed from the console versions -- at least, those that were still being updated -- and so we do have content parity because all currently-supported platforms have the same content. There's no exclusive content anymore. PC doesn't have Ocram and neither do current-gen consoles and mobile.
Edit: they did adopt one part of the formerly console-exclusive content: the extra soundtrack. Though it took a while to get them in, and at first they rolled out "their" own ice, ocean, and space themes. (It was all the same composer anyway, which probably helped them accept to put the console tracks in eventually.)
