i think its shaped like a gun for convenience and maybe some recoil resistance too and it does weapon stuff becos it needs to be bright to attract attention and get rescued

Because it’s based on a real life thing and irl it is very easy to hurt yourself. So this is actually accurate

For the same reason that the lawnmower doesn't do melee damage. They're tools with no real combat utility, the only reason they do damage is because its kind of funny. Most other classless items are like expert mode accessories or set bonuses.

reminder that TF2 pyro is a psychopath and that they do not use flares like how they're supposed to be used.

It has one very niche application in using Cursed Flares to apply the cursed inferno debuff for 10 seconds (240~ damage) without needing to dedicate a hotbar slot to it.
