(I'm just going to say, normally portal tech from the guy who Streyll got his from couldn't actually be interfered with, so now I'll have to say it's not his usual grade of stuff.)

Another possible explanation is that Streyll wasn't sure how to open the portal to Meowstic/Madeline, partly because I don't think Streyll has seen them that much.
