There's no set date at this time. More information will be given out during the next State of the Game most likely, doesn't confirm or deny that there will be a date, but that has been the method information has been delivered for all platforms lately.

The 1.3 mobile update will be completely free when it comes out as long as you already own Terraria for Mobile. It will be downloaded.

i suppose for smaller screens they might take our some un-needed buttons like grappling.
