Nope it was confirmed way back when the oasis biome was revealed. Right from the man himself.

Brown desert water is now underground only. The Desert Fountain will also make brown water.

I honestly can't wait! I have been waiting for so long. Somehow it was easier to wait back then when I didn't know the release date. But at least I have the best reward ever waiting for me when I finish another week of online classes!
